A stamp with a purpose
Passed during the 2024 Louisiana legislative session, the law behind this program lets the Council create commemorative stamps featuring real pets. The stamps sell for at least $15.00 each, and the program supports the Council's spay/neuter grant work across all 64 parishes.

Adopted by a vote of the Louisiana Pet Overpopulation Advisory Council. Please read them before you enter — entries that don't meet these standards can't be judged, and fees are non-refundable.
Submission & image standards
- High resolution: photos must be print-ready — at least 300 DPI, roughly 3 MB or 2000 pixels on the longest side.
- Pets only: living domestic pets, limited to cats and dogs, legally owned by the entrant.
- No humans: photos may not contain people, faces, or identifiable personal property.
- No edits: heavy digital alterations, filters, watermarks, and text overlays are prohibited.
- File format: JPEG, JPG, or PNG only.
Legal & copyright
- Ownership: entrants warrant that they own the pet and hold 100% of the copyright to the photo.
- Usage rights: entrants grant the Council a royalty-free, perpetual license to use the image.
- Liability release: entrants release the Council from any claims or copyright disputes.
- Refund policy: entry fees are non-refundable under any circumstances.
- Void where prohibited by law.
Eligibility & judging
- Age: entrants must be 16 years or older; younger entrants require written parental consent.
- Residency: open to legal residents of the United States.
- Affiliation: Council employees, board members, contest judges, and their immediate families are excluded.
- A separate $15.00 entry fee must accompany every submission.
Timeline & deadlines
- Entries are accepted now through October 31, 2026.
- Mailed entry fees must be postmarked by the closing date.
- The winning pet is announced after the Council completes its review.

Contest questions, answered
A law passed during the 2024 Louisiana legislative session allows the Pet Overpopulation Advisory Council to hold contests choosing people's pets to appear on commemorative stamps. The stamps are sold online and at retail for at least $15.00 each, with proceeds supporting the Council's work.
The entry fee is $15.00 per submission and is non-refundable under any circumstances. You may enter more than one pet — each photo requires its own $15.00 fee.
Entry fees are currently paid by mail while we finish setting up online card payment. Submit the entry form to reserve your entry number, then mail a check or money order made out to the Pet Commemorative Stamp Fund to P.O. Box 740402, New Orleans, Louisiana 70174. Write your entry number on the memo line so we can match your payment to your submission. Your payment must be postmarked by the closing date.
The contest is open nationwide to legal U.S. residents 16 years or older. Entrants under 16 need written parental consent. Council employees, board members, judges, and their immediate families may not enter.
Only photos of your own living dog or cat. The photo must be high resolution for printing, must not include people or identifiable personal property, and must be free of filters, watermarks, and text overlays. JPEG, JPG, and PNG files are accepted.
By entering, you grant the Council a royalty-free, perpetual license to use your photo for the commemorative pet stamp program and related promotion. You keep ownership of your photograph.
